DRUG TESTING SA BRGY & SK CANDIDATES POSIBLE PANG GAWIN
Bagaman may isang buwan na lang bago ang May 14 Barangay & Sangguniang Kabataan elections, posibleng pang kayanin ng gobyernong magsagawa ng drug testing, ayon sa ilang mambabatas.
Random drug testing ang nais ni KABAYAN Party-list Rep. Ron Salo habang mandatory drug testing gamit ang hair samples ang naisip ni 1-PACMAN Party-list Rep. Mikee Romero, at sa pagtingin ni 1-CARE Party-list Rep. Carlos Uybarreta, kailangan makumbinsi muna ang Senado na ang drug testing ay matibay na basehan na ipagpaliban muna ang halalan sa darating na Mayo.
"The drug testing has to be random, not to cover everyone in public service. Section 36 (d) of RA 9165 (The Comprehensive Dangerous Drugs Act of 2002) also covers officers and employees of private offices. It is silent on the self-employed. I further propose that the DILG start with those barangay officials whose names appear in the PNP drug watchlist," ani Rep. Salo.
Idinagdag pa niya na, "those found positive be subjected to disqualification proceedings observing due process provided by law. The results of the random drug testing must be published before the elections so that the electorate will be duly informed."
Para kay Rep. Uybarreta, "there are serious time constraints. Congress is on its summer break now. The barangay and SK elections are just weeks away. Congress would have to cut short its summer break or President Duterte would have to call a special session of Congress. There might not be enough time to postpone the barangay and SK elections."
Para naman kay Rep. Romero, kung ang mga atleta nga dumadaan sa drug testing, mga nagsisilbi sa gobyerno dapat ganoon din.
Dapat din umanong tiyaking hindi madadaya ang initial at confirmatory results ng urine drug testing kaya't ipinapanukala ni Romero ang drug testing batay sa hair follicle samples.
"There is also the matter of what kind of drug testing is needed to achieve the purpose of weeding out drug dependents in public service. It is very easy to circumvent drug testing of urine samples. Difficult to cheat is drug testing using hair follicle samples," ani Romero.
"The Olympic movement has strict drug testing and anti-doping regulations. Philippine sports, including basketball, also has policies and regulations against the use of illegal drugs, including performance-enhancing and mind-altering drugs. Like our drug-free athletes, our elected politicians, candidates for elective positions, and civil servants must also be exemplars against illegal drugs and be drugs-free," ani Romero, team owner ng Globalport sa PBA at isang batikang manlalaro ng polo.
