ILANG REGIONAL AIRPORTS PINABUBUKSAN SA LIMITADONG FLIGHT OPERATIONS

Habang nasa enhanced community quarantine ang mga airport sa Metro Manila, Metro Cebu, Metro Davao, Clark, at Sangley, mungkahi ni Agusan del Norte 1st District Rep. Lawrence Fortun ng minorya sa Kamara na sana'y buksan na ang ilang regional airports upang unti-unting mapanumbalik ang sigla ng ekonomiya ng bansa.

Halimbawa ni Fortun ang Laguindingan Airport sa Northern Mindanao at mga paliparan sa, Cotabato City, Butuan City, Laoag, Tuguegarao, Cauayan, at Tacloban, bilang mga airport na may kakayahang saluhin muna ang workload na dapat ginagawa sa mga paliparan na nasa ilalim pa ng ECQ.

"I appeal to the IATF and DOTr consider allowing airports and the airlines to resume flights under strict quarantine measures for cargo, medical evacuations, relief operations, and mercy flights for stranded individuals," ani Fortun bilang panimulang mga hakbang.

Sa gradual na pagbubukas ng ilang airport, maisasalba ng airlines ang maraming manggagawa na nawalan ng trabaho sa kanilang industriya at iba pang sektor ng ekonomiya, ayon kay Fortun.

"Limited airline operations would also somehow give hope to the tourism industries nationwide, including the airport concessionaires, the pasalubong outlets, the MSME sector, and the underground economy," paliwanag ng mambabatas.

Para sa mga lubhang kinakailangang "mercy flights," kailangan aniya ng mahigpit na quarantine para sa mga pasahero bago pauwiin sa kani-kanilang mga pamilya upang maiwasan ang posibleng pagkalat ng COVID-19 mula ibang bansa patungo sa mga probinsya.

Nanawagan si Deputy Majority Leader Bernadette Herrera (Bagong Henerasyon Party-list) sa pamahalaan na paghandaan na ngayon pa lang ang pagbili ng bakuna kontra-COVID-19.

Ginawa ni Herrera ang panawagan sa gitna ng maigting na pandaigdigang pagtutulungan  para makalikha ng mga bakunang papatay sa corona virus.

Inianunsyo kamakailan ng mga higanteng pharmaceutical and research companies na Pfizer at BioNTech na nagsimula na sila sa human trials ng dinedevelop nilang bakuna kontra-COVID-19. Kung magtatagumpay ito, posibleng maging available na ang bakuna bago matapos ang taong ito.

"Dapat ngayon pa lang mag-earmark na ang ating gobyerno ng pondo para sa bakuna, para as soon as  ma-develop ang bakuna may pambili agad. Every moment counts. Any delay would cost lives," paalala ni Herrera.

Napapanahon ang panawagan ni congresswoman Jocelyn Tulfo ng ACT-CIS Party-list na plantsahin ang ilang detalye ng large scale testing.

Kakaapruba lamang po ng House Committee on Defeat COVID-19 yung P1.3 trillion economic stimulus for 2020, 2021, at 2022.

At kasali po sa economic stimulus bill na ito ang P20 billion na budget para sa mass testing.

Imbes na mass testing, large scale testing ang gamitin nating termino kasi ito yung terminong ginagamit ng W.H.O.

Bakit importanteng maisasagawa ang large scale testing?

Kasi po kailangan ang large scale testing para magkaroon ng malinaw at kumpletong picture ang ating gobyerno kung sino ang mga maysakit, ilan ang may sakit at nasaan sila para maunahan na ng ating mga experto ang pagkalat ng sakit.

At matukoy kung sino ang mga taong may COVID-19 na dapat lapatan ng medical na atensyon at gamot.

Anong test kit ang gagamitin natin?

Para kay cong Jocelyn Tulfo, RT-PCR test kits na ang dapat gamitin at hindi lang basta yung mga rapid antibody test kits

Ang rt pcr test kit ay 100 percent accurate sa pagdetect ng COVID-19. Habang ang antibody test mababa sa 100 percent.

Mas mahal nga lang ang mga  RT-PCR test kits

Ang imported po ay nagkakahalaga ng 3,000 hanggang 8000 pesos  kada piraso

Samantala yung RT-PCR test kita na gawa ng mga up scientist natin ay nasa halagang 2,700 hanggang 3,000 pesos. Kaso hindi pa po iyon namamas-produce.

Para kay Tulfo, dapat dumaan pa rin sa bidding under the emergency procurement rules na ang pagbili ng RT-PCR test kits.

Sa tanya ni cong Tulfo aabot ng isa hanggang dalawang buwan ang prosesong ito kung mamadaliin.

Tingin ni cong Tulfo, 2 months pwede na yun. Basta matiyak lang natin na maganda yung kalidad ng RT-PCR test kits na bibilhin natin

Abot kaya ng ating gobyerno

At mabilis na makapaglabas ng resulta

At maraming nakamasid para walang kurapsyon sa procurement process.

Sino ang mga dapat i-test?

Ikategorya natin sa tatlo yung mga dapat itest:

·      Una yung mga nasa pagawaan at mga opisina. Tawagin natin itong - workplace oriented testing

·      Ikalawa, yung mga nakakasalubong natin sa ating komunidad. Tawagain natin itong community-based testing

·      At pangatlo, yung mga vulnerable na kailangang i-house-to-house. Tawagin natin itong household testing

Sa workplace testing – kasamang itetest ang lahat ng mga empleyado ng pribadong sektor na pinayagan nang magbukas ng opisina o factory.

Pati na ang mga empleyado ng national government at local government units.

Prayoridad sa workplace testing ang mga health care frontliners sa mga ospital security guard, building maintenance personnel, at solid waste management personnel (o mga nangongolekta ng basura) 

Sa community-based testing, pipili ang Department of Health ng mga komunidad na iitetest.

·      Kasama sa mga itetest ang mga sumusunod:
·      Public market at sidewalk vendors
·      Tricycle drivers, jeepney drivers at pedicab drivers
·      Tindera at tindero sa sari-sari store.
·      Mga tao sa community-based negosyo gaya ng laundry shop, beauty parlor, barbershop, fitness center, neighborhood grocery stores, auto-detailing shops, tailoring shops, at water refilling station

Sa household testing naman, mga barangay health workers ang uunahing itest. Kasabay ng mga volunteer doctors at medical staff. Sila po kasi yung magbabahay bahay para malaman kung sino ang dapat itest sa  bawat pamilya

Kailan isasagawa ang large-scale testing?

Kapag nabili na ng gobyerno yung RT-PCR test kits heto ang mga susunod na mangyayari

Ang bureau of working conditions and occupational health and safety ng department of labor and employment o do-le ang magiiskedyul ng large-scale testing sa mga pribadong pagawaan at national government agencies.

Do-le rin, in coordination, sa mga city or municpal health office ang mag-iiskedyul ng malawakang testing sa local governmnt units

Pag maayos na ang schedule, sisimulan na ang testing

Sa community-based testing naman, ang mga kapitan ng barangay ang mag-oorganiza at mag-iiskedyul ng malawakang testing sa kanilang lugar

At syempre, during and after the test, may mga protocol na ipatutupad. Kasama na dyan yung ikukwarantine muna ang kinuhanan ng sample habang hinihintay pa ang resulta.

At regular na pagdidisinfect ng mga pagawaan at opisina.

Kailangang matiyak na mabilis na mailalabas ang resulta ng RT-PCR tests.

Ang doh at do-le ang nasa tamang posisyon upang magtakda ng mga nasabing protocols ayon kay cong. Jocelyn Tulfo.

Sino ang gagastos para sa large-scale testing?

Heto ang detalyadong sagot:

Sa workplace testing sa mga opisina ng gobyerno at healthcare frontliners, sagot 100 percent ng philhealth ang gastos sa COVID-19 testing.

Sagot ng gobyerno, mula sa cotton buds na gagamitin, sa ppes, hanggang sa papel kung saan ipiprint yung test results

Sa private sector naman, ganito ang magiging hatian sa gastos:

50 percent ay sasagutin ng philhealth, 25 percent ay sagot ng employer, habang 25 percent lamang ang sagot ng empleyado.

Example: kung ang presyo ng COVID-19 RT-PCR test ay 2,000 pesos, 1000 dito ay sasagutin na ng philhealth, p500 ay sagot ng private employer, at 500 lang ang sasagutin ng empleyado na pwede pang hulug-hulugan.

Mas maganda naman di hamak yang naisip na yan ni cong Tulfo kesa dun sa balak dati ng ilang taga-gobeyrno na ipasagot nang buo sa private sector ang COVID-19 tests.

Sa community-based testing at household testing, maghahati sa gastos ang  Philhealth at ang  LGUs. Walang ilalabas na pera ang mamamayan.

O di ba ang ganda ng panukala? Walang gagastusin ang barangay health workers, basureo, tindera sa palengke, yung mga seniors. Kahit yung mga middle-class sa subdivision, libre din sa testing

Ngayon  kailangang maramdaman ng taumbayan na pinapahalagaahan sila. Na may napapala sila sa buwis na ibinabayad nila.

Siya nga pala, kabilin bilinan  ni cong. Tulfo na ang mga mataas na opisyal ng gobyerno, yung mga nasa rangong salary grade 20 (o yung mga tumatanggap ng based salary na 52 thousand kada buwan), ay hindi libre sa testing.

Sinu ang mga nasa SG 20? Yung mga director level  pataas sa gobyerno, mga congressman, mayor, gobernador, at cabinet secretaries,.

Sa mga pribadong ospital sila magpapatest at babayaran nila nang buo yung halaga ng RT-PCR tests.

Ito ay bilang delicadeza. Para wag na silang makihati pa sa test kits na dapat ay ilaan sa masang hindi kayang magbayad ng COVID-19 tests. (WAKAS)

KWF, may libreng online seminar-palihan para sa mga editor ng teksbuk sa Filipino

Mangyayari ngayong Mayo hanggang Hunyo 2020 ang serye ng mga libreng online seminar-palihan ng Komisyon sa Wikang Filipino para sa mga editor ng teksbuk sa Filipino.
Tatalakayin sa mga editor ang mga nilalaman ng Ortograpiyang Pambansa (OP) at KWF Manwal sa Masinop na Pagsulat (MMP) na inilathala bilang isang KWF Aklat ng Bayan.

Naglalaman ang OP ng mga tuntunin sa pagbaybay sa wikang Filipino habang nagsisilbing patnubay sa masinop at maayos na pagsulat ang MMP para sa mga editor, guro, at mag-aaral.

Ilan sa mga nilalaman ng mga module ang talakay hinggil sa Alpabetong Filipino, kambal-patinig, reispeling, paggamit ng bantas at tuldik, at iba pa.

Matapos ang mga module, magkakaroon din ng inter-aksiyon ang mga editor sa mga nangangasiwa ng seminar-palihan upang mapayaman pa ang kanilang pagkatuto.

Bahagi ito ng serbisyo ng KWF sa mga editor at iba pang propesyonal na katuwang ng natatanging ahensiyang pangwika ng pamahalaan sa pagpapalaganap ng wasto at modernong Filipino sa sistemang edukasyon.

Hinihimok ng ahensiya na magpadala ng mga kinatawan ang lahat ng mga publisher ng teksbuk, lalo na ang mga nasa iba't ibang lalawigan ng Filipinas.

NEW MINIMUM WAGE POLICY IN HB 0668 TO COMPLEMENT BALIK PROBINSYA PROGRAM

In order for the Balik Probinsya strategy to effectively work, the Metro Manila-biased minimum wage policy needs to be replaced with a common minimum wage rate of P600 across all regions, both within and outside the National Capital Region.

The current minimum wage law has fueled and perpetuated the massive migration of our citizens from the provinces to Metro Manila. It runs counter to the espoused priority of creating economic growth in the countryside.

It is a policy based on the cost of living and token increases done by mere gradual  transfer of the cost of living allowance to the basic wage.

The current minimum wage policy is unfair to private sector workers because their counterparts in government are given wages based on a different set of policies.

What makes the difference in the pay among our government employees is the degree of responsibility and functions assigned to the employee, and not the place of assignment. And yet, for our workers in the private sector, their minimum wages are simply determined by the place or area where they work.

One thing the COVID-19 crisis has clearly exposed is how unfair this policy of different minimum wages - the health risks faced by frontline workers in Metro Manila are the same with those faced by frontline workers in the provinces, and yet they are paid differently.

It is time to DISCARD the current minimum wage policy and replace it with what I have proposed in House Bill 0668.

HB 0668 seeks to set a national minimum wage of P600. On top of this national minimum wage, the existing National Wages and Productivity Commission (NWPC) and the Regional Tripartite Wages and Productivity Boards (RTWPBs) shall determine incentives and other productivity improvements to the wage earners within a region when still necessary.

This measure will help our fellow Filipinos keep up with inflation or the increase in the general price level of goods and bring them closer to a humane standard living for all, especially to the lowliest and unprotected members of the workforce, by providing them real wage gains. (END)

HOUSE RESOLUTION CONDEMNING THE NTC's CDO vs ABS-CBN

LAWMAKER SUPPORTING ABS-CBN FRANCHISE APPEALS TO HOUSE PANEL TO MOVE FRANCHISE BILLS FORWARD

Agusan del Norte (1st District) Rep. Lawrence Fortun has formalized his condemnation of the action of the National Telecommunications Commission by filing the still unnumbered House Resolution. 

A RESOLUTION CONDEMNING THE ISSUANCE BY THE NATIONAL TELECOMMUNICATIONS COMMISSION OF A CEASE AND DESIST ORDER AGAINST ABS-CBN IN WANTON DISREGARD OF ITS COMMITMENT TO BOTH HOUSES OF CONGRESS TO GRANT THE BROADCASTING NETWORK A PROVISIONAL AUTHORITY TO OPERATE PENDING RENEWAL OF ITS FRANCHISE

Fortun said he filed the resolution because he strongly believes the House of Representatives has to officially express its sentiment on the contemptuous act of the NTC that is effectively a brazen mockery of both houses of Congress.

Fortun also said, "This is lesson learned for the House of Representatives. Had the House acted on the franchise renewal bills early on and passed the necessary legislation, this would not have reached this point where the decision to allow the continued operation of the network had been placed in the hands of a disingenuous Commission.

We have been misled by an agency led by people that have no qualms about wantonly disregarding a commitment made under oath in official proceedings of both the Senate and the House of Representatives.

Now that the NTC blatantly reneged on its commitment, the Committee on Legislative Franchises, consistent with its expressed intent to allow the continued and unhampered operation of ABS-CBN, has to act expeditiously, consolidate the franchise bills and approve a substitute bill.

As to the quo warranto petition filed by the Solicitor General, the same may already be dismissed by the Supreme Court for being moot and academic. The petition seeks to revoke ABS-CBN's franchise, and technically, there is no franchise to revoke anymore, the same having expired already.

The argument, however, that new bills will have to be filed because there is nothing to renew anymore does not hold water.   The pending bills provide not for renewal of franchise, but simply, grant of franchise.

FUNDS FOR COVID-19 VACCINES MUST BE READIED IN ADVANCE

·      Earmark gov't funds as early as now
·      Get ready to purchase vaccines once developed
·      Human vaccine trials for COVID-19 are now underway

National and local governments ought to be ready with the funds needed to procure ample supplies of the vaccines against COVID-19 as soon as the vaccines become widely available.

Dapat ngayon pa lang mag-earmark na ang ating gobyerno ng pondo para sa bakuna, para as soon as  ma-develop ang bakuna may pambili agad. Every moment counts. Any delay would cost lives.

Human vaccine trials for COVID-19 are underway. With global efforts poured in, vaccines will be developed soon.

Vaccines administered by government health personnel and hospitals shall be given free of charge, fully subsidized by the government.

However, the vaccines bought by private hospitals and private doctors would likely be at a cost although with partial PhilHealth cover.

This is the prudent course of action toward ensuring that residents and visitors are protected against the coronavirus.

We must ensure the vaccines are given to every person who must be vaccinated.

If the IATF will continue to allow motorists to have passengers within their privately-owned SUVs, cars, and utility trucks under GCQ and lifted quarantine conditions, then they must also allow motorcycle riders to have one back riding passenger.

The constitutional basis of this position is the equal protection provision of the 1987 Constitution. This equal protection of law covers life, liberty, and property, as well as livelihood.

There are 7.2 million registered motorcycles and millions of Filipino families who are dependent on motorcycles as their personal means of transportation

Kung ang isang pribadong sasakyan nga ay pinapayagang mag sakay nang hanggang tatlong tao kahit hindi magka-kamag-anak o kaya naman ay nakatira sa isang bahay, walang reason para ipagkait ang pagkakaroon ng angkas kung kapamilya naman ang naka-angkas.

Mali na ang mayaman at middle class na de-kotse maaaring makarating sa kanila trabaho, palengke, botika, ngunit ang mahirap at low income hindi dahil lamang sa motorsiklo lang ang kaya nilang maging personal na sasakyan.

Mayayaman lang ba ang may karapatang maghanapbuhay habang ang mga mahihirap ay magtiis na lang sa gutom dahil hindi sila makarating sa trabaho?

Mali na ang mahirap na maaari sanang maging pasahero sa motor ay napipilitang maglakad ng kilu-kilometro habang ang mga de-kotse ay madaling nakakauwi sa kanilang mga pamilya.

Mali na hinahayaang makalusot sa checkpoints ang mga pasahero ng mga SUV at kotse kahit wala silang suot na masks at kahit sila magkakatabi, habang ang mga pobreng nakasakay sa motorsiklo ay hinihigpitan ng todo.

Nakakalungkot isipin, sa patuloy na pagbabawal sa back riding nang mag asawa at nang kanilang pamilya, nagiging pabigat ito sa mga walang kotse. Nagiging anti-poor ang polisiya.

FAMILIAL RELATIONSHIPS ARGUMENT

Ang malawakang pagbabawal sa ilalim nang kasalukuyang rules ay hindi tumutugon sa realidad.

The logic behind the prohibition appears to be inapplicable to couples and immediate family members because family members reside in the same house. The perceived benefit of social distancing does not exist in a household, wala naman social distancing ang isang pamilya sa kanilang tahanan. Kung ating iisipin rin, ang mga sumasakay sa motor ay mga naka mask at helmet na. Palagay ko'y sapat na itong compliance.

Sa katunayan, ang contact tracing nga unang ginagawa sa household nang isang taong positibo sa COVID infection. Ito ay patunay lamang na ang magkakasama sa bahay ay exposed sa isa't isa. Natural lamang ito dahil kadalasan ang mag asawa at pag minsan, ang mga anak o magkakapatid ay magkakatabing natutulog.

Kung hindi sa kanila applicable ang reason ng prohibition, perhaps it would be appropriate for the IATF or the DOTr to modify the prohibition on back riding by allowing family members to back ride. Dapat lamang na naka helmet at mask sila at may maipapakita na katunayan na sila nga ay magkapamilya.

If the IATF will continue to discriminate against motorcycle riders, there would probably be legal challenges brought before the Judiciary in the weeks and months ahead. (END)

I am appealing to my colleagues in Congress and to the seniors among the economic managers of the Duterte administration. I ask them for a second iteration of the Social Amelioration Program.

In this SAP 2.0 my appeal is to have a separate aid for all seniors, including pensioners, retirees, those already receiving indigent seniors pensions, and those among the 4Ps beneficiaries.

Sa kasalukuyang SAP kasi nakikihati pa ang mga matanda sa SAP na para sa buong pamilya. Sa ngayon kapos ang kanilang natatanggap para sa normal na sitwasyon, eh paano pa ngayon na mayroong krisis sa COVID at ang general rule bawal sila na lumabas ng bahay.

Sa SAP 2.0, ang suggestion ko ay P5,000 na dagdag na ayuda para sa bawat isang senior na nasa lugar na ECQ at P3,000 para sa nasa GCQ. Kung sa isang household meron dalawang senior – halimbawa ay lolo at lola, bawat isa sa kanila, magkakaroon ng ayuda na  tig-P5,000 kung nakatira sa isang lugar na under ECQ pa rin.

Wala dapat kahati na ibang tao ang seniors sa matatanggap nilang SAP 2.0. Automatic na basta senior ka, mayroon kang matatangap, anuman ang iyong estado sa buhay dahil iyong ayuda ay pandagdag sa kanilang pambili ng gamot at pagkain.

Ngayong nakita na natin kung paano ipinatupad ang SAP 1.0, makakagawa na tayo ng bagong batas na pang-amyenda sa Bayanihan Act, factoring in the lessons we have learned.

Importante na sa SAP 2.0 hindi na dapat papilahin ang mga seniors sa kalye o sa gym o sa paaralan. Dapat i-deliver sa kanila nang personal sa pamamagitan ng door-to-door money transfer services ng mga pribadong kumpanya. Nakatulong pa tayo na magkaroon ng trabaho ang mga messenger ng money transfer outlets.

The DSWD and LGUs now have a database of all the households who received their SAP, including individual addresses and contact numbers. It should now be easy for them to release the second installment of SAP through money transfer.

The Duterte administration approved the inclusion of 5 million more SAP beneficiaries to the original 18 million. The Mayors can now add some more deserving residents to their list of beneficiaries. Itong mga dagdag na lang ang kailangan pa pilahin o kausapin ng barangay, pero yung seniors huwag na please palabasin ng bahay at sila na ang pupuntahan ng barangay kasama ang DSWD. (END)
