Hinimok ng dalawang mambabatas ang IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) at iba pang mga ahensiya ng ehekutibo na mag-deploy ng satellite communications equipment para bumilis at lumakas ang internet signal sa bansa.
Mga VSAT at BGAN ang nais nina Iligan City Rep. Frederick W. Siao at Bohol 3rd District Rep. Alexie Tutor na ipakalat ng gobyerno sa mga lugar kung saan nararanasan ng netizens ang internet signal congestion at mga lugar na mahina ang signal dahil liblib at malayo sa kabihasnan gaya ng mga kabundukan at isla.
BGAN ang acronym para sa Broadband Global Area Network (BGAN) habang VSAT ay Very Small Aperture Terminal.
Hindi na bago ang mga BGAN at VSAT equipment. Nagamit na ng Comelec at DepEd ang mga ito sa mga nakaraang eleksyon bilang back-up kapag hindi naka-connect ang mga SIM card ng vote count machines sa servers ng Comelec para mapadala ang mga resulta na botohan sa mga presinto.
Portable ang BGAN transmission at dahil mas malaki lang ito ng kaunti sa isang laptop at ikinakabit lang sa laptop, smartphone, o desktop computer para sa transmission ng voice calls at data files.
Naiiba ang VSAT sa BGAN dahil kaya nitong magpadala ng mas malalaking bulto ng data na aabot sa 25 Mbps hanggang 50 Mbps, sapat para sa video conferencing at online meetings. Mayroong satellite dish o platong nakaturo sa langit ang VSAT.
"I suggest we deploy these equipment and accompanying devices again but this time, to make online learning work for over 32 million students (from kindergarten to college) and the 900,000-strong Department of Education," ani Rep. Siao, Vice-Chair ng House Committee on Information and Communications Technology.
"In a targeted way, BGANs can boost signals in areas where and when signals are weak, where there are blind spots, and where the cell towers are overwhelmed by high traffic volume. VSATs can be deployed to islands, foothills, mountain slopes, and other remote areas," dagdag ni Siao.
Maaari ding i-deploy ang VSATs sa mga lungsod at bayan kung saan mahina ang internet signal dahil sa dami ng taong sabay-sabay na online.
Samantala, kabilang ang mga BGAN at VSAT sa mga hakbang na inilista ni Rep. Tutor sa House Resolution 946 na naglalatag ng mga posibleng solusyon sa mabagal na implementasyon ng common tower policy ng Department of Information and Communications Technology.
Sa common tower policy, maari nang mag-share ng iisang telecom tower ang mga telecommunications companies at internet service provider.
Pinuna ni Rep. Tutor na halos kulelat ang ranking ng Pilipinas sa kalidad ng internet sa buong mundo.
Ayon kay Tutor batay sa Speedtest Global Index nitong makaraang April 2020, "data transmission speeds in the Philippines are among the poorest in the world with the country ranking 121st out of 139 countries at 12.09 Mbps for mobile internet speed and 110th out of 174 countries at 21 Mbps for broadband internet speed."
Napuna rin ni Tutor na "meaningful usefulness of the Internet to Filipinos is limited because only a little over 4 million subscribers have broadband internet subscriptions at home, only 55% have smartphones, and only a minority of 20% have laptops or desktop computers at home, according to various studies and authoritative sources."
