(Tuesday, March 27) - A member of the House of Representatives has proposed that outgoing Filipino seamen be required to undergo a pre-departure orientation seminar on the perils of being involved in drug smuggling and other illegal activities at sea. Rep. Judy Syjuco of Iloilo said the increasing number of Filipino seafarers getting arrested and charged for cocaine possession or smuggling in the United States and other countries has become alarming.
