encourage complainants and witnesses to help resolve cases in their
areas.
He said it is the duty of the investigators to look for and gather
evidences for the successful prosecution of the case and not the
responsibility of the victim.
Witnesses were normally sent an invitation, who frequently made
excuses not to cooperate nor give substantial information because of
fear of reprisal and to avoid inconveniences.
Reports from various investigation units usually disclosed that
witnesses usually fail to appear despite invitations or no witnesses
surfaced to shed light on the incident.
This has resulted in the increase of cold and dismissed cases for
insufficiency or lack of interest to pursue the case on the part of
the complainant.
Bartolome instructed investigation units to avoid any circumstances
that may cause any inconvenience for the witnesses during the
investigation of criminal cases.
