Government-Private Forum on Cleaner Energy Future Initiative for ASEAN (CEFIA)

MAKATI CITY – The Department of Energy (DOE), in partnership with the Ministry of Economy, Trade and Industry (METI) of Japan, and the Mitsubishi Research Institute, Inc., hosted the inaugural Government-Private Forum on Cleaner Energy Future Initiative for ASEAN (CEFIA) yesterday (27 November) at the Makati Diamond Residences. 

The CEFIA seeks to facilitate closer collaboration between the public and private sectors to help accelerate the development and utilization of cleaner energy and low carbon technologies within the ASEAN region.

"Today's event is significant for us in the ASEAN, as it has brought governments and the private sector together in one setting, providing a venue for multi-sectoral discussions on investment opportunities; industry innovations; and energy project financing. Governments cannot stand alone in sustaining a fully vibrant energy sector that is able to actively contribute to a country's robust economic growth. Bilateral and multilateral dialogues are needed," Secretary Cusi emphasized in his keynote address.

The Energy Chief also took the opportunity to highlight the strides made by the Philippines as it works toward building a sustainable energy future, including the country's efforts in support of the implementation of the ASEAN Plan of Action on Energy Cooperation. 

A total of 200 delegates from the ASEAN+3 member countries, national government agencies, local government units, private industry stakeholders, financial institutions, and the academe participated in the first CEFIA Forum. 

In addition, a bilateral meeting between the Energy Secretary and Parliamentary Vice-Minister Shuji Miyamoto of METI likewise took place at the sidelines of the CEFIA. Discussions revolved around recent energy sector developments in both countries, and ways to help move private sector initiatives forward. Also present were key officials from the DOE and METI.

Ngunit huwag mangamba dahil mayroon akong payo kung paano pananatilihing mataas ang Dopamine sa katawan:

1. Para manatiling excited si Mister (at mataas ang kanyang Dopamine), bagu-baguhin ang iyong hitsura. Baguhin ang kulay ng iyong buhok at magpa-parlor.

2. Mag-date kayo ni Mister sa isang panibagong lugar. Para bang nagha-honeymoon kayo muli.

3. Bigyan ulit ng regalo, greeting card o love text ang minamahal. Huwag siyang balewalain. Ibalik muli sa isipan ang inyong pagliligawan.

4. May mga ekspertong nagpapayo na puwedeng magtalik sa iba't ibang lugar para manatiling kapana-panabik ang inyong sex life.

5. Magsuot ng sexy na panloob. Iyan ang sikreto para biglang tumaas ang Dopamine ng mga kalalakihan. Kapag matagal na kayong nagsasama at marami nang anak, ay medyo magsasawa na si Mister.

6. Maligo palagi para laging mabango at kaakit-akit.

7. Huwag maging nagger. Kapag lagi mong sinisigawan si Mister, maghahanap siya ng karinyosang babae.

Who is Apollo Quiboloy

Question: "Who is Apollo Quiboloy and what is the Kingdom of Jesus Christ Church?"

Answer: Apollo Quiboloy is the founder and leader of the Kingdom of Jesus Christ, the Name Above Every Name (KJC), a Philippines-based Oneness Restorationist sect. Quiboloy was the former youth president of the National Assembly of United Pentecostal Church in the Philippines, a Oneness Pentecostal denomination. Quiboloy claims that God the Father sent him to Mt. Kitbog in Malalag, Cogon, South Cotabato, in Mindanao, where the Father spoke to him and showed him many miracles for one year to convince him of his calling. After this period of revelation and faith-building, Quiboloy was finally convinced that it was God who called him.

Apollo Quiboloy teaches that the first man, Adam, was created with a body and a soul but without a spirit. The completion of God's creation of man is the putting of His Spirit within him. But before God could do that for Adam, the devil implanted his spirit within man. This spirit of the devil is what Quiboloy calls the "serpent seed." This serpent seed drove Adam and all his posterity to disobey God. Humans were children of the devil, and they could do nothing about it. Only God the Father can solve this spiritual problem—not religion, and not denominations.

Quiboloy teaches that "the Christ in the Jewish setting" was unable to complete the work of salvation. Jesus was sent by God the Father to the Jews but was only able to "touch" the work of dislodging the serpent seed within man as His message was misunderstood and rejected by the Jews. What Christ started He was not able to finish. The Jews' rejection of Christ as their Savior from the serpent seed is why God raised up Quiboloy. He is now the "chosen one" who will dislodge the serpent seed from those who believe in his message. God has made Quiboloy "the Christ in the Gentile setting." Quiboloy asserts that all the claims of the biblical Christ can be applied to himself. For example, Quiboloy claims that He is also "the way the truth and the life" and that "no one comes to the Father except through [Quiboloy]" (John 14:6).

Like those of other cults, Quiboloy's teachings are either twisting or outright contradicting what the Scriptures teach. There is no such thing in the Bible as a "serpent seed" infecting mankind. The devil did not implant his spirit within Adam that caused him to disobey God. Adam's sinful nature is the consequence of his act of disobedience.

Contrary to Quiboloy's teaching, salvation is not attained by "dislodging the serpent seed within man." Salvation is the free gift of God in Jesus, who satisfied the wrath of God against sin by paying its penalty on the cross (Ephesians 2:8–9; Romans 3:24–26). Christ said on the cross, "It is finished" (John 19:30), signifying that He has completed the work of salvation. There is no need for "another" Christ, for the Christ of the Bible has perfectly accomplished the work of salvation: "For by one sacrifice he has made perfect forever those who are being made holy" (Hebrews 10:14).

Jesus, the Christ of the Bible, has warned us not to believe in those who claim to be the Messiah: "If anyone says to you, 'Look, here is the Messiah!' or, 'There he is!' do not believe it. For false messiahs and false prophets will appear and perform great signs and wonders to deceive, if possible, even the elect. See, I have told you ahead of time" (Matthew 24:23–25). One such false messiah is Apollo Quiboloy, with his claim to be the "Appointed Son of God."

Quiboloy's claim that he is no longer sinning is a blatant lie. The apostle John says, "If we claim to be without sin, we deceive ourselves and the truth is not in us" (1 John 1:8). Worse is Quiboloy's claim that he is the Son of God. Quiboloy accepts service, worship, adoration, and praise, and his members call him Father, Son of God, Christ, and Savior. Accepting worship and adoration due to God alone is blasphemy, and Quiboloy's followers are committing idolatry. Quiboloy is one of the "many antichrists" mentioned in 1 John 2:18.

SAAD Project of DA

Statement of the Provincial Government of Cotabato regarding SAAD Project of DA Sec. Manny Piñol- (See attached Screencap for full Statement) 

The Provincial Government of Cotabato wishes to belie the allegations made by the Secretary of the Department of Agriculture, Sec. Emmanuel F. Piñol with regard to this SAAD project.
 
Firstly, Sec. Piñol's assertion that it was during his term as DA Secretary in the year 2016 that this SAAD project was funded for implementation in the Province of Cotabato is false.  The truth is the fund for this SAAD program started in the year 2015 and not in 2016 because the source of funds downloaded to the Province of Cotabato is a continuing fund from the 2015 budget of the Department of Agriculture.  This was clearly stated by the DA and taken in the Minutes of the Meeting during the SAAD Program Planning and Implementation Conference held on January 19-20, 2017 in Koronadal City.  Even so, nothing is arguable, the fact is that it is a government project funded by the public or from the people's money.
 
Secondly, to make it precise, the Province of Cotabato has only a poverty incidence in the year 2015 of 34.5% and not 47% as uttered by the DA Secretary Emmanuel F. Piñol.  This is based on the Poverty Incidence 2015 conducted by the Philippine Statistics Authority (PSA).When the 2012 full year official poverty statistics report of the National Statistics and Coordinating Board (NSCB) had ranked second the Province of Cotabato in terms of poverty incidence of families, Resolution No. 227, dated May 20, 2014 was immediately issued by the Sangguniang Panlalawigan of Cotabato.  The said Resolution manifested protest and disagreement to the aforecited Report.  
 
In fact, the Province of Cotabato remains to be a first-class province in terms of income classification and per report of the Bureau of Local Government Finance in Region XII.  It consistently leads in tax/revenue collection in the region.  Moreover, the Provincial Government of Cotabato is a recipient of the prestigious Seal of Good Local Governance (SGLG) award for three consecutive years in 2016-2108.
 
Thirdly, the allegation made by the DA Secretary that it took two (2) years for the Province of Cotabato to implement the SAAD project is misleading.  To re-state the facts, DA downloaded the funds to the Province of Cotabato only in December 2016.  Thereafter, the necessary and regular requisites had to be complied with such as the needed revision of the MOA to conform to its objective, the issuance of an Authority from the Sangguniang Panlalawigan of Cotabato to empower the Provincial Governor to represent the Provincial Government of Cotabato in entering into the new (revised) Memorandum of Agreement as mandated by the Republic Act No. 7160 or the Local Government Code of 1991 and for this project's supplies to undergo the required procurement process in accordance with RA 9184 or the Government Procurement Reform Act.  All of these requirements were completed only in August 2017.  Hence, it would be factual and correct to state that the implementation of the SAAD project commenced in August 2017 and not in December 2016.   Its implementation therefore did not go beyond the prescribed period.
 
Moreover, the issue that DA Secretary Manny Piñol is using Government Funds for kins political bids in the Province Cotabato started when President of the Republic of the Philippines, Rodrigo Roa Duterte called for his presence during the assembly of barangay officials of the country as he is nowhere to be found. President Duterte said, "Saan si Piñol, nandito?  Linte na Piñol na Saad ng Saad. In fact, it was shown in the different SAAD activities in the Province of Cotabato that the DA Secretary is present together with his daughter and siblings who are candidates for the different political positions in the province this coming midterm election.
 
Also present in this SAAD sorties is Governatorial Candidate in the Province of Cotabato and his ally Nancy Catamco who has a pending case filed before the Sandiganbayan after she was charged with two counts of Malversation and one count of Graft over a 5 Million deal under the alleged fertilizer scam.  There is a possibility that the Sandiganbayan will issue preventive suspension against Nancy Catamco.
 
For this reason, the Association of Free Farmers thru its Vice President Teody De Belen asked the DA Secretary to answer allegations that the Department is using Millions of Government Funds to boost the campaign of his daughter, siblings and political allies.
 
Finally, there is no truth as to the contention of the DA Secretary that the SAAD project for the Province of Cotabato was instead implemented by his staff.  DA's implementation plan for this SAAD Program varies in every year.  As for instance, for the year 2016, the DA downloaded the funds to the PLGUs or provinces, while in the year 2017, the DA funds were downloaded direct to the MLGUs or municipalities and for the year 2018, it was the Department itself which directly implemented the project.
 
This SAAD program of the Department of Agriculture is a very beneficial project aimed to alleviate the welfare of the farmers in the country.  Thus, the Province of Cotabato is among the LGUs who is very supportive on this undertaking.  Every stakeholder is expected to lend its share for its effective implementation.  This is funded from the taxpayers' money which ought to be returned to their end by way of government projects and programs beneficial to their way of living.  
 
Instead then of this unfriendly and unfounded asseverations thrown against the Provincial Government of Cotabato, may we be informed from your end as the good Secretary of the Department of Agriculture the product of accomplishments from this SAAD projects, its beneficiaries, the significant impact of these projects on the lives of our farmers and their families and the great contributions it had made to the economy of our country.
 
The farmers will even appreciate should the good Secretary provides the farmers, particularly to respond to AFF's VP Teody De Belen a matrix of SAAD implementation detailing the recipients of farm equipment, farm inputs (seeds and fertilizers), animal dispersal, including fishery assistance, fingerlings, motor boats, bancas and other DA support to the farmers rather than specifically coming up with accusations or unfounded allegations to the political opponents of his siblings, daughter and ally.  Such matrix of report of DA's SAAD program of implementation will even disprove various allegations of several sectors.

NPA-infested Schools Shut Down

STATEMENT OF COMPOSTELA VALLEY GOV. JAYVEE TYRON L. UY ON THE SUSPENSION OF #SALUGPUNGAN SCHOOLS

We express our support to the suspension order issued by the Department of Education-XI to the schools operated by the Salugpungan Ta Tanu Igkanogon. For their ten years of existence in Compostela Valley, the school's administration had not consulted the local governments in the province. As governor and former Chair of the Regional Peace and Order Council XI, we also received complaints on the failure of these schools to secure free, prior and informed consents (FPIC's) from the communities where they operate, as mandated by the Indigenous People's Rights Act. 

DepEd XI gave the Salugpungan management a total of ten days to explain their side and we hope the issues surrounding the suspension will be soon cleared up, following a free and unbiased inquiry. 

In the part of the Provincial Government, we exert our fullest efforts to ensure that our IP communities have access to quality education. Through the convergence of different stakeholders and the communities themselves, we successfully completed new classrooms serving our IP children in two of the province's far-flung communities- in Sitio Puting Bato in Ngan and Sitio Side 4 in Mangayon, Compostela. These we do to fulfill our shared vision of keeping every child in school and that no one will be left behind.

Secret Plan of Gloria Macapagal-Arroyo

GLORIA MACAPAGAL-ARROYO AIMS TO BE PRO CHINA MORE THAN ANYTHING ELSE 

I have it on good sources that Speaker Gloria Macapagal-Arroyo will be out to befriend China as she will be aiming for the country's top diplomatic post.  

There is good verified information coming out from the office of Philippine Ambassador Carlos Sorreta to Russia on how the former President and soon to be ex House Speaker will plan to snatch the Department of Foreign Affairs post. 

According to diplomatic cables provided to this page, Arroyo aims to have extremely close ties with Beijing. 

This will seem as a logical move for Arroyo as President Duterte kept a soft distance after a Chinese fishing vessel rammed a boat of Filipino fishermen in the contested islands of the West Philippine Sea. 

Ambassador Sorreta previously served as Special Assistant for Foreign Affairs during the term of Arroyo in Malacañang. 

Enabling Mrs Arroyo's foreign policy, Sorreta will surely get a higher post if Mrs Arroyo does make it through the DFA.  

The unpopular Arroyo should be on the hunt for a Cabinet position after June 30 as she did not run for any elected position even in her hometown. 

We will have to wait and see if the President can be lured. He should be more circumspect though. 

Let us remind Duterte that according to the Philippine Daily Inquirer during the NBN-ZTE deal:

"On April 21, 2007, the government signed with China's ZTE Corp. the $329-million National Broadband Network (NBN) deal, which called for the installation of a telecommunications network linking government offices throughout the country.

Five months later, Jose "Joey" de Venecia III, a cofounder of Amsterdam Holdings Inc. (AHI), testified in a Senate hearing that the project was overpriced by about $130 million to cover kickbacks."

BSP Streamlines Licensing Requirements

The Monetary Board approved the revised guidelines streamlining the licensing requirements for BSP Supervised Financial Institutions (BSFIs) applying for special authorities.  This is in line with the thrust of the Bangko Sentral to apply the risk-based approach to the licensing process and promote ease of doing business. 

The guidelines classify licenses for special authorities into three (3) categories namely, Types A, B, and C licenses.  The requirements set out for each category are proportionate to the magnitude of risks that may arise from engaging in a specific activity and take into account the capability of the BSFI to manage the risks.   

Activities with Type A license that include establishment and sale of branches/branch-lite units (BLU), equity investment in allied and non-allied undertaking, trust and other fiduciary business, among others, are likely to expose the BSFI to increased risks.  In this regard, application for a Type A license requires compliance with three basic prudential criteria and prior BSP approval.  These prudential criteria are: (i) CAMELS rating of at least "3", (ii) governance and independent control functions that meet what is considered appropriate for the BSFI, and (iii) compliance with BSP directives.  These criteria are tied in with the Bangko Sentral's supervisory assessment and enforcement actions to promote good governance and effective risk management systems.     

Type B license does not require compliance with the prudential criteria but shall be subject to BSP approval. Examples of activities with Type B license are conversion to a lower bank category and amendment of Articles of Incorporation/By-Laws.  These activities are related to the primary banking license granted hence, the application will be evaluated regardless of the risk profile of the BSFI.   

Finally, activities with Type C license no longer require prior Bangko Sentral approval since these are largely part of business decisions made to manage operations.  The BSFI only needs to notify the BSP that it intends to engage in Type C activities, which include, among others, relocation of approved but unopened branches/branch lite unit (BLU), permanent closure and surrender of branch/BLU license and servicing of deposits outside bank premises. 

The issuance also provides standard documentary requirements and fee structure for all licensing applications.  In this respect, the Monetary Board decided to lift the special licensing fee for applications to establish branches/BLUs in cities previously considered as restricted areas. This is to encourage BSFIs to expand their branch network and consumer touch points and ultimately promote financial inclusion.   
The approved guidelines cover the first set of special authorities with streamlined licensing requirements.  The Bangko Sentral shall continue to align the requirements for other activities requiring special authorities with the new framework to promote efficiency and reduce business costs.
