All-Out War Against Illegal Logging

Philippine News Headline | Surigao City - The provincial government of Surigao del Norte headed by Governor Robert Ace S. Barbers has declared an all-out war against violators of the environment.

The provincial government is taking a vigorous stand in its efforts towards protecting and managing its environment and natural resources through the Advocacy for a Clean Environment and its Sustainability (ACES) Program.

Barbers utilized all law enforcement agencies such as Philippine National Police (PNP), Armed Forces of the Philippines (AFP) and Philippine Coast Guard (PCG) for the no non-sense drive against environment violators.

"We are dead-serious in enforcing environment laws, rules and regulations", stressed Barbers, in a meeting with the officials from different local and national line agencies here.

He said the provincial government is very much concerned in the environment preservation and forest protection and that they need the help of the officials in their undertakings.

Barbers called on all agencies of the government to "get involved" in the environment preservation. "This is our advocacy," he said.

The provincial chief executive specifically mentioned the resurrection of illegal logging, illegal mining and illegal fishing. "This has got to stop, and we need your cooperation," he emphasized.

Surgical Strike Launched in Western Mindanao

Philippine News - Zamboanga City - The military's Western Mindanao Command (Westmincom) launched Wednesday a "surgical strike" against the Jemaah Islamiyah (JI) terrorists and al-Qaeda-linked Abu Sayyaf bandits in the jungles of the nearby Sulu province, south of this city.

Joint Task Force Comet (JTFC) chief Brig. Gen. Juancho Sabban said the primary target of the offensive is to destroy the bomb-making facility located in the remote jungle of Sulu province.

Sabban said the intelligence-driven operation aimed to apprehend, neutralize, and bring to justice the remaining leaders and members of the Abu Sayaf bandits as well as the JI bombers that forged an alliance in the name of terrorism and violence.

Westmincom chief Lt. Gen. Nelson Allaga disclosed that there are at least 10 JI terrorists hiding in Sulu.

"The terrorists shall not be given a chance to regroup and to launch further terrorist attacks against our communities. Swift and decisive military move is most necessary," Sabban stressed.

He dismissed any possibility of collateral damage, saying that the area of operations is in the isolated jungle of the Sulu province.

The bandits are in seclusion because of the sustained military campaign and the lack of support from the Sulu people, he added.

Zamboanga City Lawmakers Get Extra Cash

Zamboanga City Councilmen of this city's 98 'barangays' will be receiving extra cash gifts, the amount of which is based on the savings of their respective villages.

Vice-Mayor Jose Manuel Dalipe Jr. said the City Council has authorized, through a resolution, the requests of several 'barangays' for authority to disburse funds as extra cash gift from their savings.

The resolution was unanimously approved by the City Council last Friday, its last session for the year.

Dalipe said officials of the villages of Pasonanca, Pasobolong, and Talon-Talon were among those who requested for the authority to release extra cash gifts for Barangay Council members.

He said villages that are already considered as independent local government units (LGUs) are entitled to allocate funds for the cash gifts and bonuses, depending on the availability of funds and savings. - Philippine News Agency

Boy Eaten by A Monster Crocodile in River

The province of Palawan, Philippines is gripped with shock when one of its boys was swallowed by a giant crocodile of an unknown size. One crocodile, 14-foot long, was captured but the opened belly contained no remnants of the eaten Filipino kid. The Philippine News Agency reported:

A seven year-old boy was swallowed by a crocodile while swimming with a teen-aged brother at the waters in Palawan province on Wednesday, a top official of the PNP in the region reported Thursday.

Chief Superintendent Luisito Palmera, MIMAROPA (Mindoro, Marinduque, Romblon, Palawan), identified the victim as Mostaqem Ibrahim of Sitio Sumorom, Ransang village in Rizal town.

Citing initial information, Palmera said Ibrahim was swimming with his 12-year-old brother Jadnor when they were attacked by a crocodile at around 1 p.m.

"Said incident was witnessed by his brother Jadnor who immediately shouted for help. His father immediately responded together with their neighbors," said Palmera.

An hour after the incident, Palmera said residents caught a crocodile - measuring at least 14 feet and 9 inches long and two feet in width. He said the residents cut the crocodile's stomach but did not found the victim's body.

Philippine President Warns Rice Hoarders

Philippine President Gloria Macapagal-Arroyo has served notice to both rice hoarders and law enforcers that she will not settle for less than a "jail-the-culprits" drive against saboteurs of the country's rice supply.

This appeared to be the unspoken message that the President wanted to put across to both rice hoarders and members of the joint task force composed of the National Bureau of Investigation (NBI) and the National Food Authority (NFA) investigating rice-hoarding cases.

From the Villamor Air Base in Paranaque -- where her plane landed yesterday at the end of her four-day trip down South for the launching of the Central Nautical Highway (CNH) of the Strong Republic Nautical Highway(SRNH) -- the President went straight to the Department of Justice (DOJ) on Padre Faura St., Malate, Manila to look into the status of cases of rice hoarding being investigated by the joint probe team.

Late last month, the President had directed the NBI and the DOJ to assist the Department of Agriculture (DA) and the National Food Authority (NFA) in the "investigation of hoarders and price manipulators of rice."

The presidential directive led to the creation of the Joint NBI-NFA Task Force on Anti-Rice Hoarders, with the specific task of unmasking rice hoarders and filing the appropriate charges against the suspects.

Aside from the joint NBI-NFA task force, the DOJ also created its own Anti-Rice Hoarding Task Force (ARHTF) to "adopt prompt, expeditious and urgent measures to stop and prevent rice hoarding and related crimes as these are considered pernicious acts of economic sabotage."

The ARHTF was formed to "handle proceedings on inquest, preliminary investigation and prosecution of all cases relating to unlawful acts or omissions inimical to the preservation and protection of the country's rice supply under Section 29 of Presidential Decree No. 4," which provides for the "development of the rice and corn industry." - Source: Philippine News Agency

Labor Day in the Philippines Peaceful and Orderly

Workers' groups from different labor organizations celebrated international Labor Day in Manila and other key cities in the country without any untoward incidents.

PNP chief Director General Avelino Razon Jr. directed all Regional Directors to continue implementing their respective security and public safety plans even after the Labor Day activities have been concluded.

Razon said there were no significant reports of violence or confrontation involving workers' groups that staged mass action and public assemblies in Manila, Cebu City, Davao City, Iloilo City, Baguio City, Calamba City, Legazpi City, and Cavite.

In Metro Manila, the National Capital Region Police Office (NCRPO) under Police Director Geary L. Barias raised its readiness condition to Full Alert.

As of press time, NCRPO personnel remain in their posts at the Chino Roces Bridge, Liwasang Bonifacio, Mabuhay Rotonda and Bonifacio Monument where labor groups held their programs.

"Our preparations and the cooperation of those who took part in the public assemblies were instrumental to the generally peaceful outcome of the event," Razon said.

"This only goes to show that peaceful and orderly public assemblies can be held if everyone will cooperate," said Razon.

Razon congratulated all Police Regional Directors for making early preparations that resulted in the successful implementation of the security operations for Labor Day.

The preparations include advance coordination with labor groups and militant organizations that were given permits to hold public assemblies outside Freedom Parks.

This developed as the officers and rank-and-file personnel of the Philippine National Police welcomed the 10 percent salary hike for government workers ordered by President Gloria Macapagal-Arroyo thru an Executive Order which she signed early Thursday.

Connecting Bohol Province and Camiguin Island

After almost a year when people thought the one-liner was just plain and simple empty political ego-trip, President Gloria Macapagal Arroyo again came to prove doubters wrong. 

On her Bohol trip April 29, the facing image of PGMA still waving along with a flank of government officials on board the Super Shuttle Ferry 12 to Mambajao in Camiguin, is enough proof that nautically connecting Bohol to Camiguin can be done.

The president, in possibly her briefest engagement here, led the caravan of tour buses and coasters through Bohol's coastal highways to fulfill the remaining legs of a journey that spans Luzon to Mindanao. The journey is through the ambitious project of uniting country's archipelagic divide with one Strong Republic Nautical Highway (SRNH). 

Last May 9, 2007, PGMA also came to this southeastern town to inaugurate the P60.39M port. She also taped the SRNH infomercial with Radio TV Malacanang. The television commercial was to mark the 4th year after the government set the SRNH on sails.

Now, to realize the infomercial, at the Jagna port, she witnessed the turning over of the Certificate of Public Convenience (CPC) by MARINA Administrator Vicente Suazo to Asia Marine Transport and Shipping (AMTS) President Paul Rodriguez shortly after the caravan rolled to a stop here.

AMTS new CPC would be its franchise using its Super Shuttle Ferries to operate the Jagna-Mambajao route. 

"AMTS would be fielding a regular daily ferry schedule to Mambajao starting next week, in time for the fiesta month in Bohol," AMTS Business Development manager Lowell Elim said.

First, it would be missionary types of trips, but we have earlier studied its feasibility and with tourism in Bohol and Camiguin, it may not be long when the route would be a money-maker, he hinted.

To complete the infomercial, two Roll-On Roll-Off (Ro-Ro) ferries moored at the port acted as background to the route opening ceremonies and the turn-over rites.  

As PGMA completed the taping in full air of professionalism last year, she so led the rites deftly in a little over ten minutes.

At that window of time however, the people here saw "full threshold of infinite possibilities for tourism, trade and commerce with Camiguin and the whole of the land of promise: Mindanao," Boholanos said.

"The President took her entire cabinet into an inauguration run for the Central Seaboard of the SRNH to let her key advisers see the realization of a project that she calls "the backbone of trade from Mindanao to the Visayas to Luzon," said Secretary Eduardo Ermita in an press conference a few minutes before the caravan came. 

She, who was joined by her cabinet, has kept on encouraging people to take the Ro-Ro as it is dependable and affordable. This she has been saying since her infomercial started coming out May 12 of last year. 

The Ro-Ro, which she claimed is "dependable and affordable" can bring down the costs of transport of goods and facilitates fast movement of services. 

The President also claimed that the Ro-Ro "is the backbone of trade from Mindanao to the Visayas to Luzon" as it has kept the cost of food down as well as improved the lives of farmers.

The Jagna engagement however is just another of the caravan's stop in Bohol.

Earlier, the President joined the SRNH caravan from Cebu when she boarded the lead bus after landing via a helicopter in Tubigon and leading the caravan welcome rites there.

Bohol leg is just part of the Central Seaboard nautical route which started in Bulan, Sorsogon through Masbate, Cebu and took a turn to Tubigon, Bohol two days after it took off from Legazpi in Albay.

"The SRNH caravan is proving to us that greater inter-island transport mobility and accessibility can be done but only after leaders can cast politics aside in favor of service," a Jagna port vendor said while showing a new Ro-Ro for GMA white cap. 

PGMA landed in Tubigon at 11:45 and joined the caravan of tour buses testing the nautical route.

Clad in navy blue t-short and dark pants, the President looked confident as she got off the yellow and white Ceres Tour bus in the Jagna Port at 2:55 PM. 

As this happened, more of the residents here believe that the new route may not be much of economic but tourism booster in the Visayas.

The Central Visayas, is considered as the country's "tourism center" in the Administration's super regions economic development plan. 

The SRNH was conceptualized to interconnect by land and sea the island provinces of the country through Ro-Ro and cargo vessels, ferry boats, fastcraft and other modes of land transportation.

In Bohol too, the SRNH punctuates the Administration's effort to spur development by investing in key infrastructure to make small economy work and sustain itself.

Cebu Pacific Airline Supports Philippine Tourism

Cebu Pacific (CEB), the country's leading domestic airline, is pushing for the inclusion of three Philippine tourist spots in the current online search for "Seven Wonders of Nature".

CEB has created a link in its website to the Seven Wonders of Nature voting site, www.new7wonders.com so that Filipinos worldwide can easily cast their votes for the Philippine entries: the Chocolate Hills in Bohol, and the Tubbataha Reef and the Puerto Princesa Subterranean River National Park (Underground River), both in Palawan.

Candice Iyog, CEB vice president for marketing and product, said, "This is in support of the government's efforts to promote our country in the global market. Just by joining this search, we are making the world aware of the natural wonders our country has to offer."

CEB will also launch an email blast endorsing the Philippine natural wonders to its database.

"As the No. 1 e-commerce website in the country, we hope we can help invite all the Filipinos to go online, vote and make the Philippines part of the New 7 Wonders of the World because this is something we should be very proud of.  Let's all do our part in making this happen."  Iyog emphasized.

As of yesterday's Live Top 77 ranking at new7wonders.com, Tubbataha Reef is ranked No.8 and the Puerto Princesa Subterranean River National Park is at No. 53.  Chocolate Hills is below the top 77 cut-off mark.

"With this search, we hope to entice more foreign and local tourists to come see the Philippines' natural wonders and contribute to the development of our tourism industry," Iyog stated.

Now in its 13th year, CEB continues to have the youngest fleet in the Philippines. CEB flies to 14, soon to be 16 international destinations, with the addition of Kaohsiung in June, and Kota Kinabalu in July. CEB also operates flights to 21 domestic destinations.

Job Priority Given To Philippine DOST Scholars

Education Secretary Jesli Lapus has ordered school officials to give priority the hiring of scholars from the Department of Science and Technology-Science and Education Institute (DOST-SEI).

"This is the best way these scholars can give back to the country---by teaching in their own communities and inspire a new generation of students who will have passion in science and technology," Lapus said.

Of the 147 DOST-SEI scholars this year, 41 came from Region V (Bicol Region) and 30 came from the National Capital Region (NCR).

Since school year 2002-03, there have been 957 teacher items allocated to DOST-SEI scholars. In 2007, DepEd created more than 16,000 teacher items, the highest number in years.

DOST-SEI scholars go through a stringent selection process and are required to maintain good academic standing. They are encouraged to work in the science industry and serve the country after their graduation by teaching for four years.

To qualify to teach, the scholar-graduates are required to pass the Licensure Examination for Teachers (LET) within the school year.

The Science and Education Institute spearheads direct investment in scientific training through programs that address the increasing science and technology manpower requirements of the country.

One of the goals of Science and Education Institute is to improve the pre-service and in-service education of science and mathematics teachers at all levels. It assists schools and other educational institutions to improve science and mathematics instruction. - Philippine News Agency

Palarong Pambansa in Palawan. Was it Successful?

Palawan Mayor Edward Hagedorn credited the success of the Palaro to President Gloria Macapagal Arroyo and different sectors who extended financial support and did respective responsibilities in the duration of the week-long Palaro.

Hagedorn said the city has spent more than P100 million, wherein P50 million was chipped in by President Gloria Macapagal Arroyo's augmentation fund while the remaining P25 million came from Philippine Amusements and Gaming Corporation (PAGCOR), Philippine Charity Sweepstakes Office (PCSO) and Department of Education (DepEd).

He said he received several messages from sports officials from country's 17 delegations expressing their gratitude to him.

He also thanked to the police and military personnel who provided maximum security to the 18,000 Palaro delegates in their billeting and playing venues.

During Monday's flag-raising at the City Hall, he likewise aired his gratitude to the Vice Mayor Lucilo Bayron, city council members and city department heads and employees for their full cooperation during the Palaro.

"Thank you, Puerto Princesa", Secretary Jesli Lapus said, as he commended the "invaluable support of the city government, especially the personal attention of Hagedorn" in the staging of the Palaro.
