Mindanao Massacre: Suspend Maguindanao Officials

President Gloria Macapagal-Arroyo has vested Interior and Local Government Secretary Ronaldo Puno the "blanket authority" to suspend local and police officials in the Autonomous Region in Muslim Mindanao (ARMM) regional government and Maguindanao.

Press Secretary Cerge Remonde said in a media briefing on Friday at Malacanang, President Arroyo authorized Secretary Puno and was given full powers to carry out his own recommendation to implement suspension on local and police officials in Maguindanao and ARMM government while Maguindanao together with Sultan Kudarat and Cotobato City are under the state of emergency following the gruesome Maguindanao massacre last Monday.

Remonde added it is up to Puno to carry out his own recommendations for possible suspension of all local government officials of Maguindanao, ARMM regional government including police and military officials in the area.

He added the national government or the DILG will then appoint officer-in-charge to replace the suspended local government and police officials.

"If it is necessary to put military commanders as OIC's then we will put military commanders, Remonde pointed out.

This move by the government through the DILG is part of the state of emergency that was declared by President Arroyo last Tuesday and this will be temporary until the President lifted the state of emergency, he added.

The Palace official said that it is up to Puno announce who will be the local officials in Maguindanao that will be suspended or relieved.

Massacre in Maguindanao Points to Mayor Ampatuan

A government team tasked to investigate the slaughter of 57 people in Maguindanao is quietly obtaining depositions from witnesses that appear to point to Andal Ampatuan Jr. as prime suspect, officials said.

Interior Secretary Ronaldo Puno also disclosed in a briefing at Camp Crame that aside from Ampatuan, four police officials had been placed under "restrictive custody" in connection withMonday's massacre.

They were Senior Supt. Agusana Maguid, acting police director of the Maguindanao police office; Chief Insp. Sukarno Dicay, acting deputy provincial police director; Senior Police Officer 2 Badawi Bakal, officer in charge of the Datu Ampatuan police station; and Senior Insp. Ariel Diongon, officer in charge of the provincial mobile group.

Puno said the four policemen, who were airlifted to Manila via a commercial flight, had been identified by witnesses as among those who were present at the scene of the massacre.

Two other police officials—Insp. Armando Mariga and Insp. Saudi Mokamad, also of the provincial mobile group—are also suspected of having participated in the killings. Both have been issued administrative relief.

Military Not Suspects in Mindanao Massacre

Two ranking military officials have been relieved from their posts in Maguindanao to give way to "impartial and transparent investigations" on the gruesome murders Monday of at least 57 people in the province, the Philippine military said.

In a press briefing, Armed Forces of the Philippines spokesman Lieutenant Colonel Romeo Brawner, Jr. said that 6th Infantry Division Commander Major General Alfredo Cayton and 601st Infantry Brigade Commander Colonel Medardo Geslani were relieved of duty effective Friday.

The order was made following complaints of alleged "inefficiency and inaction" in *handling the Maguindanao carnage*, Brawner said, even as he added the two were not suspects in the mass murders.

"Definitely, they are not suspects," he told reporters.

Brawner said the investigation on Cayton and Geslani, to be conducted by the Inspector General at the AFP general headquarters in Manila, would soon begin.

At least 57 people, including relatives and supporters of Buluan Vice-Mayor and Maguindanao gubernatorial aspirant Esmael Mangudadatu, and members of the media, were waylaid and killed in a gruesome massacre that sent shock waves across the world.

Maguindanao Massacre: Ampatuan Feared and Loathed

Phil Daily Inquirer: Feared and loathed by his enemies, Andal Ampatuan Jr. is known as the "hatchet man" of a powerful Muslim clan in Mindanao whose family history is written in blood.

A chubby, stone-faced man in his 40s with a penchant for expensive guns, he is the son and namesake of the clan patriarch who has ruled as governor of Maguindanao province for most of this decade.

Ampatuan Jr. denies any role in this week's massacre of 57 people in Maguindanao who were allegedly targeted to end a political challenge from a rival clan.

But Ampatuan Jr. and his father have long had reputations for using fear and violence to stifle opponents and expand their power, according to the country's top human rights officials and others who have knowledge about the family.

"The Maguindanao political warlords are really the ones giving crucial or swing votes to administration candidates," Leila de Lima, chair of the Commission on Human Rights, told Agence France-Presse.

She said the Ampatuan family "act like Gods" in Maguindanao.

De Lima is a former election lawyer who once represented an official who lost to an Ampatuan family member in the 2007 congressional vote allegedly through fraud.

Massacre in Mindanao Maguindanao

The death toll from Monday's gruesome killings in Maguindanao province rose to 52 following the recovery of six more bodies Wednesday from one of the hastily dug up mass graves in the outskirts of Ampatuan town.

Senior Supt. Willie Dangane, Cotabato City police director, said the joint police, Army and civilian retrieval teams found the six bodies along with three vehicles that were buried in a grave at the massacre site in Sitio Masalay, Barangay Salman in Ampatuan.

He said two bodies were initially recovered before noon Wednesday inside a Toyota Vios sedan owned by the city government of Tacurong.

Dangane said they retrieved four more bodies around 2 p.m. along with a van owned by UNTV network and a Tamaraw FX van.

"They appeared to have been shot at close range using a high-powered firearm and then dumped into a grave estimated at about 15 to 20 meters deep," said Dangane, who is supervising the retrieval and identification of the victims at the massacre site.

The police official said five of the six remains were identified as those of Henry Araneta of DZRH, Bart Maravilla of Bombo Radyo Koronadal, Julieto Ebarde of UNTV, Eduardo Lechonsito and Cecile Lechonsito.

He said the sixth body was initially believed to be of a missing UNTV camera man but they could not yet make an immediate confirmation.

Dangane said the recovered bodies were immediately moved to Koronadal City, where an autopsy will be conducted by government forensics.

The second day of the search and retrieval operations resumed early Wednesday morning to recover the remains of several missing victims of the Monday morning massacre, believed to be perpetrated by armed men hired by the family of Maguindanao Governor Andal Ampatuan.

On Tuesday, the retrieval teams recovered at least 46 bodies at the massacre site and a back hoe excavator owned by the Maguindanao provincial government that was allegedly used in burying the victims.

About a hundred armed men reportedly held and later killed two women lawyers, over two dozen journalists and members of the Mangudadatu family who were on their way to file the certificate of candidacy for Maguindanao governor of Buluan Vice Mayor Ismael Mangudadatu at the Commission on Elections provincial office in Shariff Aguak, Maguindanao.

The suspects initially stopped the convoy in Barangay Saniag around 9 a.m. and brought them at gunpoint to the vicinity of Barangays Salman and Malating, which is about 10 kilometers from the national highway. (PNA) 

Restore Death Penalty in the Philippines

The carnage in Maguindanao that killed at least 57 persons, including members of media, has revived calls for the restoration of death penalty on heinous crimes.

Manila Representative Bienvenido Abante called on his colleagues in the House of Representatives to begin discussions on pending proposals for the return of the death penalty.

"To restore death penalty is to preserve lives of innocent people," Abante said at the Serye forum in Quezon City Thursday.

Abante, a pastor, said criminals like those who murdered the 57 persons in Maguindanao do not recognize laws when they commit crimes. He said the death penalty will "deter" them from committing more criminal acts.

Bishop Dave Sobrepena of the Word of Hope said the government should now seriously consider the reimposition of death, especially after the Maguindanao incident.

"If you take away the criminals, you take away the possibility of them killing again," he said in the same forum.

Speaker Prospero Nograles, however, appeared lukewarm to the proposal, saying it should be debated on the floor for the lawmakers to have a consensus on the issue.

Arroyo Blamed on Maguindanao Massacre

The National Democratic Front of the Philippines on Wednesday condemned the Maguindanao carnage as it blamed the Arroyo administration for "cultivating the culture of impunity for its cohorts."

In a statement, NDFP National Executive Committee member Luis Jalandoni called on President Gloria Macapagal-Arroyo to give justice to the 46 victims, including women and journalists, of political violence in the province.

"The NDFP holds Gloria Macapagal-Arroyo and her regime accountable for this massacre that deserves the outrage of the Filipino people. This massacre is the latest atrocious act, further aggravating the regime's accountability for extrajudicial killings, enforced disappearances, frustrated killings, torture, and the uprooting of millions of people since 2001," Jalandoni said.

The Netherlands-based communist leader also criticized Arroyo for "favoring" the Ampatuan clan in Maguindanao, who was linked in the killings that sent shock waves across the country.

"The ruling Ampatuan warlord clan in Maguindanao has long enjoyed the favor and protection of Arroyo and the police, military and paramilitary forces," Jalandoni said, adding that it was "highly irregular and scandalous" that during the incident, the Ampatuans were in Malacañang for a meeting.
