Agusan del Norte (1st District) Rep. Lawrence Fortun has formalized his condemnation of the action of the National Telecommunications Commission by filing the still unnumbered House Resolution. 

A RESOLUTION CONDEMNING THE ISSUANCE BY THE NATIONAL TELECOMMUNICATIONS COMMISSION OF A CEASE AND DESIST ORDER AGAINST ABS-CBN IN WANTON DISREGARD OF ITS COMMITMENT TO BOTH HOUSES OF CONGRESS TO GRANT THE BROADCASTING NETWORK A PROVISIONAL AUTHORITY TO OPERATE PENDING RENEWAL OF ITS FRANCHISE

Fortun said he filed the resolution because he strongly believes the House of Representatives has to officially express its sentiment on the contemptuous act of the NTC that is effectively a brazen mockery of both houses of Congress.

Fortun also said, "This is lesson learned for the House of Representatives. Had the House acted on the franchise renewal bills early on and passed the necessary legislation, this would not have reached this point where the decision to allow the continued operation of the network had been placed in the hands of a disingenuous Commission.

We have been misled by an agency led by people that have no qualms about wantonly disregarding a commitment made under oath in official proceedings of both the Senate and the House of Representatives.

Now that the NTC blatantly reneged on its commitment, the Committee on Legislative Franchises, consistent with its expressed intent to allow the continued and unhampered operation of ABS-CBN, has to act expeditiously, consolidate the franchise bills and approve a substitute bill.

As to the quo warranto petition filed by the Solicitor General, the same may already be dismissed by the Supreme Court for being moot and academic. The petition seeks to revoke ABS-CBN's franchise, and technically, there is no franchise to revoke anymore, the same having expired already.

The argument, however, that new bills will have to be filed because there is nothing to renew anymore does not hold water.   The pending bills provide not for renewal of franchise, but simply, grant of franchise.

FUNDS FOR COVID-19 VACCINES MUST BE READIED IN ADVANCE

·      Earmark gov't funds as early as now
·      Get ready to purchase vaccines once developed
·      Human vaccine trials for COVID-19 are now underway

National and local governments ought to be ready with the funds needed to procure ample supplies of the vaccines against COVID-19 as soon as the vaccines become widely available.

Dapat ngayon pa lang mag-earmark na ang ating gobyerno ng pondo para sa bakuna, para as soon as  ma-develop ang bakuna may pambili agad. Every moment counts. Any delay would cost lives.

Human vaccine trials for COVID-19 are underway. With global efforts poured in, vaccines will be developed soon.

Vaccines administered by government health personnel and hospitals shall be given free of charge, fully subsidized by the government.

However, the vaccines bought by private hospitals and private doctors would likely be at a cost although with partial PhilHealth cover.

This is the prudent course of action toward ensuring that residents and visitors are protected against the coronavirus.

We must ensure the vaccines are given to every person who must be vaccinated.

If the IATF will continue to allow motorists to have passengers within their privately-owned SUVs, cars, and utility trucks under GCQ and lifted quarantine conditions, then they must also allow motorcycle riders to have one back riding passenger.

The constitutional basis of this position is the equal protection provision of the 1987 Constitution. This equal protection of law covers life, liberty, and property, as well as livelihood.

There are 7.2 million registered motorcycles and millions of Filipino families who are dependent on motorcycles as their personal means of transportation

Mali na ang mayaman at middle class na de-kotse maaaring makarating sa kanila trabaho, palengke, botika, ngunit ang mahirap at low income hindi dahil lamang sa motorsiklo lang ang kaya nilang maging personal na sasakyan.

Mali na hinahayaang makalusot sa checkpoints ang mga pasahero ng mga SUV at kotse kahit wala silang suot na masks at kahit sila magkakatabi, habang ang mga pobreng nakasakay sa motorsiklo ay hinihigpitan ng todo.

Nakakalungkot isipin, sa patuloy na pagbabawal sa back riding nang mag asawa at nang kanilang pamilya, nagiging pabigat ito sa mga walang kotse. Nagiging anti-poor ang polisiya.

FAMILIAL RELATIONSHIPS ARGUMENT

Ang malawakang pagbabawal sa ilalim nang kasalukuyang rules ay hindi tumutugon sa realidad.

The logic behind the prohibition appears to be inapplicable to couples and immediate family members because family members reside in the same house. The perceived benefit of social distancing does not exist in a household, wala naman social distancing ang isang pamilya sa kanilang tahanan. Kung ating iisipin rin, ang mga sumasakay sa motor ay mga naka mask at helmet na. Palagay ko'y sapat na itong compliance.

Sa katunayan, ang contact tracing nga unang ginagawa sa household nang isang taong positibo sa COVID infection. Ito ay patunay lamang na ang magkakasama sa bahay ay exposed sa isa't isa. Natural lamang ito dahil kadalasan ang mag asawa at pag minsan, ang mga anak o magkakapatid ay magkakatabing natutulog.

Kung hindi sa kanila applicable ang reason ng prohibition, perhaps it would be appropriate for the IATF or the DOTr to modify the prohibition on back riding by allowing family members to back ride. Dapat lamang na naka helmet at mask sila at may maipapakita na katunayan na sila nga ay magkapamilya.

If the IATF will continue to discriminate against motorcycle riders, there would probably be legal challenges brought before the Judiciary in the weeks and months ahead. (END)

I am appealing to my colleagues in Congress and to the seniors among the economic managers of the Duterte administration. I ask them for a second iteration of the Social Amelioration Program.

In this SAP 2.0 my appeal is to have a separate aid for all seniors, including pensioners, retirees, those already receiving indigent seniors pensions, and those among the 4Ps beneficiaries.

Sa kasalukuyang SAP kasi nakikihati pa ang mga matanda sa SAP na para sa buong pamilya. Sa ngayon kapos ang kanilang natatanggap para sa normal na sitwasyon, eh paano pa ngayon na mayroong krisis sa COVID at ang general rule bawal sila na lumabas ng bahay.

Sa SAP 2.0, ang suggestion ko ay P5,000 na dagdag na ayuda para sa bawat isang senior na nasa lugar na ECQ at P3,000 para sa nasa GCQ. Kung sa isang household meron dalawang senior – halimbawa ay lolo at lola, bawat isa sa kanila, magkakaroon ng ayuda na  tig-P5,000 kung nakatira sa isang lugar na under ECQ pa rin.

Wala dapat kahati na ibang tao ang seniors sa matatanggap nilang SAP 2.0. Automatic na basta senior ka, mayroon kang matatangap, anuman ang iyong estado sa buhay dahil iyong ayuda ay pandagdag sa kanilang pambili ng gamot at pagkain.

Ngayong nakita na natin kung paano ipinatupad ang SAP 1.0, makakagawa na tayo ng bagong batas na pang-amyenda sa Bayanihan Act, factoring in the lessons we have learned.

Sa hinihiling ko na imbestigasyon sa pamamagitan ng House Resolution 818, mauungkat natin ang mga detalye ng sumablay na implementasyon. Makikita rin natin ang best practices at model methods ng ilang Mayor.

Importante na sa SAP 2.0 hindi na dapat papilahin ang mga seniors sa kalye o sa gym o sa paaralan. Dapat i-deliver sa kanila nang personal sa pamamagitan ng door-to-door money transfer services ng mga pribadong kumpanya. Nakatulong pa tayo na magkaroon ng trabaho ang mga messenger ng money transfer outlets.

The DSWD and LGUs now have a database of all the households who received their SAP, including individual addresses and contact numbers. It should now be easy for them to release the second installment of SAP through money transfer.

The Duterte administration approved the inclusion of 5 million more SAP beneficiaries to the original 18 million. The Mayors can now add some more deserving residents to their list of beneficiaries. Itong mga dagdag na lang ang kailangan pa pilahin o kausapin ng barangay, pero yung seniors huwag na please palabasin ng bahay at sila na ang pupuntahan ng barangay kasama ang DSWD. (END)

GENERAL SANTOS CITY, Sept. 17, 2004 (PNA) -- Rep. Darlene Antonino- Custodio wants to exempt the traditional handline fishing sector from the proposed fishing regulations in the Western and Central Pacific fishing grounds that is set to be implemented by an international fisheries body next year. Custodio, author of House Bill 5842 or an act defining commercial handline fishing and vessels, said the measure would ultimately recognize the operations of the handline fishermen that are considered free from the limitations set by the newly formed Western and Central Pacific Fisheries Commission (WCPFC).

Community Strength in Bohol

ON 30 June 2001, Governor Erico B. Aumentado started out on the first term of his stewardship of Bohol. Located in Central Philippines, the province has a population of 1.2 million, with one city, 47 municipalities and 1,109 barangays.

At that time, Bohol was ranked 16th of the country's 20 poorest provinces, and while it was host to the famous tarsiers and the Chocolate Hills, poverty incidence was at a dismal 53.6%.

Already a veteran of Congress and various other local positions, at that time, the task ahead for Governor Aumentado was nonetheless daunting and formidable. Especially so with a festering leftist insurgency that fed and thrived on a populace plagued by poverty.

Roughly 30 percent of Bohol's 1,109 barangays, in the words of Gov. Aumentado, "were in various stages of insurgency: Influenced, infiltrated or threatened. There were also 283 armed men in four fronts in the province, making Bohol a hotbed of insurgency in Central and Eastern Visayas."

It was the consensus of the Bohol leaders from the start, he explained, that military intervention alone would not solve the communist insurgency. A poverty reduction program focused on attaining peace and security in the province was what was needed. And that was what he gave Bohol.

While continuing the Let's Help Bohol program, a livestock dispersal program instituted by his predecessor, he immediately created the Bohol Poverty Reduction Management Office. And in succession, he established the Bohol Employment and Placement Office which deployed a total of 5,827 foreign, domestic as well as student workers. The Bohol Tourism Office, to promote the natural attractions of a province populated by a people who are by nature warm and hospitable, was also created. Other programs, such as the Livelihood Integrated for Food and Family Enhancement, an extension of Let's Help Bohol; KALAHICIDSS; Agrarian Reform Community Development, Phase 2; Belgian Integrated Agrarian Reform Support Program; and the Philippines-Australia Community Approach Program, among others, helped jumpstart Bohol out of the poorest 20 provinces.

While work on grooming Bohol for the turn around started from Day One, it did not come until much later.

Friday the 13th in 2004, a day of bad portents to many, would actually be the big turning point for Bohol's anti-insurgency campaign. The day the Governor miraculously escaped a well-planned ambush, the gentle and peace-loving Boholanos took it upon themselves to rid their province of the red scourge.

Tourist Arrivals in Albay, Philippines

LEGAZPI CITY -- A total of 1.27 million tourists visited this capital city of Albay province last year, which is higher than the 1.25-million figure in 2018.

The increased number is attributed to promotions of tourist destinations and different idyllic places here, said Tourism Officer Agapita Pacres in an interview on Monday.

She said Legazpi still emerged as the most attractive place to visit in Bicol for both domestic and foreign tourists.

“Most of the foreign tourists who visited this city came from the United States as well as Canada, United Kingdom, Australia and India, while the domestic or local visitors coming from different parts of the country were still the main contributors of the huge number of tourist arrivals in Legazpi," Pacres said.

She said that she always attended exhibits in Metro Manila and other parts of the country to promote the tourism destinations of Legazpi by way of distributing brochures and participating in other tourism-related activities.

The increased tourist arrivals in this premier city of Bicol was also the result of the different Meetings, Incentives, Conventions and Exhibitions (MICE) and other huge gatherings held here by various giant national and international organizations, Pacres said.

Based on the record of the City Tourism Office (CTO), at least 240 MICE events were conducted in Legazpi in 2019.

Pacres added that national and international sporting events such as the Mt. Mayon Triathlon and national beach volleyball held during the celebration of Ibalong Festival every month of August also contributed to increased number of visitors to this city.

“Still, the Mt. Mayon, the famous perfect volcano in the world, was the frontline of attractions of Legazpi," she also said.

Riding an all-terrain vehicle (ATV) on lava hills and along rugged crevices down the Mt. Mayon slopes, Pacres said, is also a favorite activity among visitors in this city. (PNA)

Government-Private Forum on Cleaner Energy Future Initiative for ASEAN (CEFIA)

MAKATI CITY – The Department of Energy (DOE), in partnership with the Ministry of Economy, Trade and Industry (METI) of Japan, and the Mitsubishi Research Institute, Inc., hosted the inaugural Government-Private Forum on Cleaner Energy Future Initiative for ASEAN (CEFIA) yesterday (27 November) at the Makati Diamond Residences. 

The CEFIA seeks to facilitate closer collaboration between the public and private sectors to help accelerate the development and utilization of cleaner energy and low carbon technologies within the ASEAN region.

"Today's event is significant for us in the ASEAN, as it has brought governments and the private sector together in one setting, providing a venue for multi-sectoral discussions on investment opportunities; industry innovations; and energy project financing. Governments cannot stand alone in sustaining a fully vibrant energy sector that is able to actively contribute to a country's robust economic growth. Bilateral and multilateral dialogues are needed," Secretary Cusi emphasized in his keynote address.

The Energy Chief also took the opportunity to highlight the strides made by the Philippines as it works toward building a sustainable energy future, including the country's efforts in support of the implementation of the ASEAN Plan of Action on Energy Cooperation. 

A total of 200 delegates from the ASEAN+3 member countries, national government agencies, local government units, private industry stakeholders, financial institutions, and the academe participated in the first CEFIA Forum. 

In addition, a bilateral meeting between the Energy Secretary and Parliamentary Vice-Minister Shuji Miyamoto of METI likewise took place at the sidelines of the CEFIA. Discussions revolved around recent energy sector developments in both countries, and ways to help move private sector initiatives forward. Also present were key officials from the DOE and METI.

Who is Apollo Quiboloy

Question: "Who is Apollo Quiboloy and what is the Kingdom of Jesus Christ Church?"

Answer: Apollo Quiboloy is the founder and leader of the Kingdom of Jesus Christ, the Name Above Every Name (KJC), a Philippines-based Oneness Restorationist sect. Quiboloy was the former youth president of the National Assembly of United Pentecostal Church in the Philippines, a Oneness Pentecostal denomination. Quiboloy claims that God the Father sent him to Mt. Kitbog in Malalag, Cogon, South Cotabato, in Mindanao, where the Father spoke to him and showed him many miracles for one year to convince him of his calling. After this period of revelation and faith-building, Quiboloy was finally convinced that it was God who called him.

Apollo Quiboloy teaches that the first man, Adam, was created with a body and a soul but without a spirit. The completion of God's creation of man is the putting of His Spirit within him. But before God could do that for Adam, the devil implanted his spirit within man. This spirit of the devil is what Quiboloy calls the "serpent seed." This serpent seed drove Adam and all his posterity to disobey God. Humans were children of the devil, and they could do nothing about it. Only God the Father can solve this spiritual problem—not religion, and not denominations.

Quiboloy teaches that "the Christ in the Jewish setting" was unable to complete the work of salvation. Jesus was sent by God the Father to the Jews but was only able to "touch" the work of dislodging the serpent seed within man as His message was misunderstood and rejected by the Jews. What Christ started He was not able to finish. The Jews' rejection of Christ as their Savior from the serpent seed is why God raised up Quiboloy. He is now the "chosen one" who will dislodge the serpent seed from those who believe in his message. God has made Quiboloy "the Christ in the Gentile setting." Quiboloy asserts that all the claims of the biblical Christ can be applied to himself. For example, Quiboloy claims that He is also "the way the truth and the life" and that "no one comes to the Father except through [Quiboloy]" (John 14:6).

Like those of other cults, Quiboloy's teachings are either twisting or outright contradicting what the Scriptures teach. There is no such thing in the Bible as a "serpent seed" infecting mankind. The devil did not implant his spirit within Adam that caused him to disobey God. Adam's sinful nature is the consequence of his act of disobedience.

Contrary to Quiboloy's teaching, salvation is not attained by "dislodging the serpent seed within man." Salvation is the free gift of God in Jesus, who satisfied the wrath of God against sin by paying its penalty on the cross (Ephesians 2:8–9; Romans 3:24–26). Christ said on the cross, "It is finished" (John 19:30), signifying that He has completed the work of salvation. There is no need for "another" Christ, for the Christ of the Bible has perfectly accomplished the work of salvation: "For by one sacrifice he has made perfect forever those who are being made holy" (Hebrews 10:14).

Jesus, the Christ of the Bible, has warned us not to believe in those who claim to be the Messiah: "If anyone says to you, 'Look, here is the Messiah!' or, 'There he is!' do not believe it. For false messiahs and false prophets will appear and perform great signs and wonders to deceive, if possible, even the elect. See, I have told you ahead of time" (Matthew 24:23–25). One such false messiah is Apollo Quiboloy, with his claim to be the "Appointed Son of God."

Quiboloy's claim that he is no longer sinning is a blatant lie. The apostle John says, "If we claim to be without sin, we deceive ourselves and the truth is not in us" (1 John 1:8). Worse is Quiboloy's claim that he is the Son of God. Quiboloy accepts service, worship, adoration, and praise, and his members call him Father, Son of God, Christ, and Savior. Accepting worship and adoration due to God alone is blasphemy, and Quiboloy's followers are committing idolatry. Quiboloy is one of the "many antichrists" mentioned in 1 John 2:18.
