"Women should be loved and not violated." So stated PC Supt Vicente AraƱa Loot, deputy regional director for Administration of the Philippine National Police in Eastern Visayas on the 18th day campaign to end Violence Against Women (VAW).
The opening statement of the keynote speech summarized the commitment of the PNP-8 delivered during the culmination of the VAW campaign throughout the country. The PNP collaborates with the Philippine Commission on Women (PCW), stakeholders, and service providers in its campaign on VAW.
The VAW campaign stated in Proclamation Number 1172 "Declaring November 25 to December 12 of every year as the 18-day Campaign to End Violence Against Women" shows the government's commitment to address all forms of violence against women and protects the human rights of women as enshrined in the 1987 Constitution.
The culmination of the VAW campaign ended with the simultaneous "Blowing of Whistles" during the Monday flag raising ceremony of the PNP at the regional command office at Campetic, Palo, Leyte.
Asked on the significance of the "Blowing of Whistles," PS Supt Elizar Patano Egloso, chief, Police Community Relations Division explained that, "in law enforcement operations whistles are commonly used to call attention or to signal the command STOP." Also, the whistle is considered as an essential item in emergency kits which can be used to call for help."
